District Attorney Matthew Barton proudly serves Mississippi’s third and fastest growing county, encompassing 5 cities and over 185,000 residents. He is the youngest and first-ever Republican elected District Attorney in the county’s history. Since assuming office in January 2024, his primary objective has been to protect and serve the families of DeSoto County through principles of integrity and professionalism.

The upcoming election cycle in Tippah County, Mississippi, has seen a significant number of candidates qualify for various municipal positions, following the conclusion of the qualifying period on January 31st.

In Ripley, a series of competitive races are set to unfold. All five incumbent aldermen along with the mayor will face challenges in the forthcoming elections. Specifically, five out of the six races will be contested in the Republican primary scheduled for April 1, 2025.

The mayoral race will feature incumbent Jon Grisham (R) competing against Andy Clemmer (R).

For the alderman-at-large position, incumbent Barry H. Cook (R) will face William R. Vance (R). The Ward 1 alderman contest will see incumbent Joey Bryant (R) challenged by Shane Roberson (R). In Ward 2, incumbent Ken Walker (R) will confront Chris Taylor (R), while in Ward 4, incumbent Stephen Freeman (R) will compete against Palmer Jones (R).

In contrast, Ward 3 Alderman Jackie McKenzie (R) will encounter opposition from two independent candidates, Darren Green and Keith L. Storey, in the general election on June 3, 2025.

In other Tippah County municipalities, candidates are running as independents, thus the general electorate will cast their votes during the general election on June 3:

• Blue Mountain: The mayoral contest includes incumbent Doug Norton against Riley Bennett. For the board of aldermen, incumbents Jerrold Akins, Curt Henry, Stan Irwin, Gene Lansdell, and Jeff Pipkin are seeking re-election, with additional candidates W. Matt Akins, Linda Anne Dowdy, Julia Kelly, Amanda "Moe" Seger, and Nathaniel Smith also in the running.

• Walnut: The mayoral race features incumbent Vicki Skinner versus Chase Wilbanks. Incumbents on the board of aldermen, Larry Dollar, Joshua James, Austin Manse Pulliam, and Scott Pulliam, are joined by challengers Robert (Robbie) A. Harris Jr., Kenny Rogers, and Dallas Word.

• Falkner: James (Kenny) Shelton will run unopposed for mayor. The board candidates include John Brandon Butler, Lemon (Petie) Rutherford, Amy Butler, Amanda Wallace, Susan Rutherford, and Brenda Williams.

• Dumas: Johnathan Orman is unopposed for mayor. The board positions will be uncontested, with candidates Lauren Childers, Penny Hill, Tammy Almand, Nicholas Allmond, and Kyle Knowles.

Voters can begin casting absentee ballots starting February 18. The Republican primary will occur on April 1, with potential runoffs on April 22. The registration deadline for voting in the primary is March 3, 2025. The municipal general election is slated for June 3, with polling stations open from 7 a.m. to 7 p.m. The elected officials will assume their roles in July, continuing the governance of Tippah County's municipalities.

Amend Article III -

Section 1

Membership in the Committee shall consist of persons who are qualified electors under the laws of the State of Mississippi, who are in accord with the statement of principles of the Republican Party, and who desire to be members of the Tippah County Republican Executive Committee. Only members in good standing (ARTICLE XIII, Section 3) are eligible to vote on Committee business.

Section 2

Members of the Committee shall pay Twenty-five dollars ($25.00) dues each year, to be collected within 30 days of being appointed to the Committee and on January 1 every year following. Dues will be considered late if not collected within 30 days of date due.

Amend Article VIII

Section 3

The Secretary shall be elected by the County Executive Committee in the manner herein provided. He/she shall serve as the Secretary of the County Convention and the Executive Committee, shall keep Minutes of the meetings of each, and shall perform such other duties as are required by law or may be prescribed by the County Executive Committee, as well as those incidental to the office.

The Secretary shall collect dues and maintain a list of collected and delinquent dues. The Secretary will provide a report to the Chairman of dues collected to the Chairman of all dues collected. Dues collected will be recorded and deposited into the Committee banking account by the Treasurer.

Amend Article XIII

Section 3

Party offices shall be deemed vacant in the following cases:

1.By the death of the incumbent.

2.By the resignation of the incumbent.

3.By the removal of the incumbent.

4.By the incumbent’s ceasing to be an inhabitant of the state, County, district or precinct for

which they have been elected or appointed.

5.By the refusal of an elected person to accept the office.

6.While in office, the conviction of the incumbent of any felony.

7.By the failure of an incumbent to attend, without good and sufficient reason, three (3)

consecutive meetings, regular or called, of the Committee of which he/she is a member.

Unless the members of the County Executive Committee determine by a majority vote that

the reasons for nonattendance were good and sufficient, the Secretary shall notify the

delinquent member in writing that his office is vacant, and provisions for filling such a

vacancy as provided in Article VI of these By-Laws shall be instituted.

One short answer is that America’s constitutional republic was purposely created to be dramatically different from other European countries and their forms of government in the 1700’s. Simply put, “It depends on which state.” First recall that Federal elections are administered by State and local governments, and the specifics of how elections are conducted differ between states. The United States of America was built upon foundational beliefs, one of which was a profound reverence for God. While the U.S. is a secular nation by constitutional design, its roots are undeniably intertwined with religious convictions, particularly those stemming from the Judeo-Christian tradition. The Pilgrims and Early Settlers

The story of America’s founding begins with religious freedom seekers. The Pilgrims, who arrived on the Mayflower in 1620, were devout Christians fleeing religious persecution in England. They sought a new world where they could freely worship God according to their conscience. The Mayflower Compact, one of the earliest governing documents in American history, explicitly refers to undertaking their journey "for the Glory of God and advancement of the Christian faith."

The colonies that followed, including Puritan Massachusetts, Quaker Pennsylvania, and Catholic Maryland, were often founded with religious intentions. Absentee Voting Guide

1. What types of absentee voting are available?

Answer:

Absentee voting is available either in person at the circuit clerk’s office in the county of the voter’s residence, or via mail.

2. Who is entitled to vote absentee in-person?

Answer:

1. Any qualified elector who is a bona fide student, teacher or administrator at any college, university, junior college, high, junior high, or elementary grade school whose studies or employment at such institution necessitates his or her absence from the county of his or her voting residence on the date of any primary, general or special election, or the spouse and dependents of that student, teacher or administrator if such spouse or dependent(s) maintain a common domicile, outside of the county of his or her voting residence, with such student, teacher or administrator.

2. Any qualified elector who is required to be away from his or her place of residence on any election day due to his or her employment as an employee of a member of the Mississippi congressional delegation and the spouse and dependents of such person if he or she shall be residing with such absentee voter away from the county of the spouse's voting residence.

3. Any qualified elector who is away from his or her county of residence on election day for any reason.

4. Any person who has a temporary or permanent physical disability and who, because of such disability, is unable to vote in person without substantial hardship to himself, herself or others, or whose attendance at the voting place could reasonably cause danger to himself, herself or others.

5. The parent, spouse or dependent of a person with a temporary or permanent physical disability who is hospitalized outside of his or her county of residence or more than fifty (50) miles distant from his or her residence, if the parent, spouse or dependent will be with such person on election day.

6. Any person who is sixty-five (65) years of age or older.

7. Any member of the Mississippi congressional delegation absent from Mississippi on election day, and the spouse and dependents of such member of the congressional delegation.

8. Any qualified elector who will be unable to vote in person because he or she is required to be at work on election day during the times at which the polls will be open or on-call during the times when the polls will be open.

3. Who is entitled to vote absentee by mail?

Answer:

1. Any person who is temporarily residing outside of their county of residence, and the ballot must be mailed to an address outside the county.

2. Any person who has a temporary or permanent physical disability and who, because of such disability, is unable to vote in person without substantial hardship to himself, herself or others, or whose attendance at the voting place could reasonably cause danger to himself, herself or others.

3. The parent, spouse or dependent of a person with a temporary or permanent physical disability who is hospitalized outside of his or her county of residence or more than fifty (50) miles distant from his or her residence, if the parent, spouse or dependent will be with such person on election day.

4. Any person who is sixty-five (65) years of age or older.

5. Any incarcerated individual who has not been convicted of a disenfranchising crime.  Residency of incarcerated individuals is determined by the county of residence of the person prior to his/her incarceration.

4. How do I vote by absentee in-person?

Answer:

1. Visit your County Circuit Clerk’s Office to absentee vote.

2. Your County Circuit Clerk (or Deputy Circuit Clerk) will confirm you are a registered voter in the county by checking the Statewide Elections Management System, confirm your address, and check your photo ID. You will also be asked your reason for absentee voting.

3. If entitled to absentee vote, the Clerk will hand you the absentee ballot application, printed on the absentee envelope. The application will ask you to check which absentee excuse for which you are applying. 

4. Once the voter has completed the application, he or she shall proceed to complete their absentee ballot in secret and then place the ballot in the absentee ballot envelope. 

5. After the absentee voter has sealed the envelope, he or she shall ensure that the application on the front of the envelope is complete and shall subscribe and swear to its contents by signing across the flap on the back of the envelope in the designated box. The registrar or the deputy clerk will do the same.

6. Deposit your absentee ballot envelope containing your voted ballot into a sealed box.

5. Where do I vote absentee in person?

Answer:

Visit your County Circuit Clerk’s Office to absentee vote in person.

6. When can I vote absentee in person?

Answer:

You may vote absentee in person from 8:00 a.m. to 5:00 p.m., Monday through Friday, beginning September 23, 2024, at the County Circuit Clerk’s office, through  November 2, 2024. In addition, the County Circuit Clerk’s Office will be open for in -person absentee voting from 8:00 a.m. to noon on October 26, 2024, and November 2, 2024.  The deadline to vote in -person absentee will be November 2, 2024.

7. How do I vote absentee by mail?

Answer:

Mail-in Absentee ballots will be available no later than September 23, 2024.

1. Contact your Circuit Clerk’s Office to see if you are entitled to vote by mail-in absentee ballot.

2. If you qualify to vote by mail-in absentee, request an Official Application for Absentee Elector’s Ballot be mailed to you.

3. The Circuit Clerk will mail the Official Application for Absentee Elector’s Ballot by mail. The application will ask you to check what absentee excuse you are applying for.

4. Once you receive your application, fill it out and mail it back to your Circuit Clerk’s Office.

5. The bottom part of the application is designated for the witness. All absentee ballot applications have to be signed by an official authorized to administer oath, such as a notary public, unless the voter is temporary or permanently physically disabled. Temporary or permanently physically disabled voters may have the application witnessed by a person who is at least 18 years of age.

6. Upon receipt of your application, your Circuit Clerk will mail you your official absentee ballot within one (1) business day, or a soon as the ballots are ready. The ballot will come with specific instructions on how to vote by mail-in absentee.

7. The Application and Ballot may be mailed together depending how close the election date is to when the ballot is requested.

8. Instruction on who is an official authorized to administer oaths will come in the mail with the official absentee ballot.

9. Next and in front of the witness, the voter properly marks the ballot in secret, the voter will place it in an envelope furnished by the Circuit Clerk. After the voter has placed the ballot into the envelope and seals it, the voter must complete the voter’s affidavit on the back on the envelope and it must be witnessed as required by law.

10. Instruction on marking the ballot in front of the official authorized to administer oaths or witness will come in the mail with the official absentee ballot.

11. The bottom part of the envelope is designated for the official authorized to administer oaths or the witness. All absentee ballot envelopes must be witnessed/signed by an official authorized to administer oath, such as a notary public, unless the voter is temporary or permanently physically disabled. Temporary or permanently physically disabled voters can have the ballot envelope witnessed by a person who is at least 18 years of age.

8. Where do I mail my absentee ballot?

Answer:

Mail in your envelope containing your absentee ballot to the County Circuit Clerk.

9. What is the deadline for mail-in absentee ballots?

Answer:

Please note that mail-in absentee ballots must be postmarked on or before Election Day (November 5, 2024).

10. What is the deadline for mail-in absentee ballots to be received?

Answer:

Absentee ballots by mail must be received on or within five (5) business days of the election, or November 13, 2024, for it to count.
